Illinois’ wipe labeling law promotes responsible washing supported by the wipe industry and municipal wastewater

The bill was first introduced in February 2021 and has received broad support from the Illinois Wastewater Treatment Agency and wipe industry organizations. Illinois is one of the states affected. During the COVID-19 pandemic, the number of wet wipes in municipal sewers and treatment systems increased, causing blockages and other operational disruptions.

Some examples of non-rinsable wipes that require a “do not rinse” label include baby wipes, cosmetic or facial wipes, hard surface cleaning or disinfecting wipes, floor cleaning wipes, makeup wipes, and bath wipes. There are also some non-washable items that can cause blockages that should not be washed, such as paper towels, menstrual supplies, cotton swabs, dental floss, wipes, FOG (fat/oil/grease).
